What is HRA?

House Rent Allowance, Or HRA, Is A Component Of Salary Paid By Employers To Help Employees Cover The Cost Of Rented Accommodation. A Portion Of This Allowance Is Exempt From Income Tax Under Section 10(13A) Of The Income Tax Act, Provided The Employee Actually Pays Rent And Meets The Conditions Laid Out Under Rule 2A. This Exemption Is Available Only To Salaried Individuals Who Have Opted For The Old Tax Regime, Since The New Tax Regime Does Not Allow HRA Exemption At All.

How is HRA Exemption Calculated?

The Exempt Portion Of HRA Is The Lowest Of Three Amounts — The Actual HRA Received From Your Employer, The Rent You Paid Minus 10% Of Your Salary, Or 50% Of Your Salary If You Live In A Metro City (40% For Non-Metro Cities). Here, Salary Means Basic Pay Plus Dearness Allowance (If It Forms Part Of Retirement Benefits) Plus Any Fixed-Percentage Commission On Turnover. Whatever HRA You Receive Beyond This Exempt Amount Is Added To Your Taxable Income.

For Decades, Only Four Cities — Delhi, Mumbai, Kolkata, And Chennai — Qualified For The Higher 50% HRA Exemption Limit, While Every Other City, Including Bengaluru, Hyderabad, Pune, And Ahmedabad, Was Capped At 40%. Under The Income Tax Rules 2026, Four More Cities — Bengaluru, Hyderabad, Pune, And Ahmedabad — Have Been Added To The Metro List, But This Expanded 8-City Rule Only Applies From FY 2026-27 Onwards. If You Are Filing For FY 2025-26 (The Return Due In July 2026), The Older 4-City Rule Still Applies, So Employees In Bengaluru, Hyderabad, Pune, And Ahmedabad Remain At The 40% Limit For This Filing Year.
